Dr. Helder Pinto Jr has a PhD in Energy Economics (Université de Pierre Mendes France, Grenoble, France, 1993) and has been a professor and research economist with the Energy Economics Group, Institute of Economics, Federal University of Rio de Janeiro, since 1994. Between 1998 and 2000, he was also an advisor to the President of National Petroleum Agency (ANP). He was a Visiting Research Fellow at the University of Oxford (January-October 2001)and Visiting Professor at Université de Paris XI (February-March 2004). He was Research Director at Institute of Economics between 2002 and 2003.
His major research interests include energy policy, energy industries institutional reforms and regulation. He has published on these subjects of Brazilian and Latin America energy industries and coordinated several studies for the National Regulatory Electricity Agency, the National Petroleum Agency and Ministry of Mines and Energy in Brazil.
