Introduction
On April 20, 2009, Russian President Dmitry Medvedev declared in Helsinki that "Russia intends to change the legal base for relationships with energy consumers and transit states." The next day "Conceptual Approach to the New Legal Framework for Energy Cooperation (Goals and Principles)" in five pages was published.
