Mr. Miller is the Principal and Manager of Energy Law Consultants (International), LLC.
Mr. Miller was educated at Yale University (B.A., political science honors program, 1960) and Stanford University School of Law (J.D., 1968), where he was a member of the Board of Editors of the Stanford Law Review. He was associated with the New York law firm of Sullivan & Cromwell for six years commencing in 1968, serving for two years in the firm's Paris office, before joining Mobil Corporation's Office of General Counsel in 1974. Over more than 22 years Mr. Miller held various positions in Mobil's Exploration & Producing and Marketing & Refining Divisions, with postings in London, Stavanger and Jakarta as well as in the company's New York and Fairfax offices.
Upon his retirement from Mobil in 1996, Mr. Miller founded Energy Law Consultants (International), LLC, which provides legal and other advisory services in respect of all aspects of the petroleum industry, including licensing, exploration, field development, construction, financing, insurance, marketing and transportation. Mr. Miller has specialized expertise in the field of LNG through his involvement in the Arun (Indonesia) and North Field (Qatar) project developments, as well as a potential project in Venezuela. He is a frequent speaker at energy conferences and has authored numerous papers on legal topics relating to the petroleum industry, including the chapter "The Chain of LNG Project Contracts" appearing in the 1998 book Liquefied Natural Gas: Developing and Financing International Energy Projects.
