Ing. Beno Ruchansky has a Msc. in Energy Economics (Université Pierre Mendes France, Grenoble, France, 1995) and has been teaching Energy Economics and Efficiency Use of Energy, Institute of Mechanical Engineering and Industrial Production, Republic University of Uruguay, since 1997.
Between 1992 and 2002, he worked at the National Electricity Public Utility in the areas of Investments Planning and Tariffs. He has been in charge of regulatory management at the National Regulatory Energy and Water Agency, since 2003
He has participated in the teaching of the electricity module of the Energy Economics and Energy Planning Course, Institute of Economics Energy - Bariloche Foundation, Argentina, since 1998. His research interests include energy policy, energy industries institutional reforms and public services regulation.
