(Revised 18/01/2017) - This article consists of four sections. The following section provides a brief overview of WTO rules regulating energy. The purpose of this section is to show that energy falls within the scope of WTO law in the same manner as any other area of trade in goods or services, and to provide an overview of key rules regulating trade in energy. Section III elaborates on the key legal and political economic aspects of Russia’s accession negotiations relating to energy. Section IV outlines Russia’s key commitments undertaken in this area in its accession documents. Section V discusses two disputes that Russia has initiated in the WTO since its accession, which both relate to energy.
