The Offshore Drilling Unit is the main equipment in the upstream oil and gas industry, which is utilized in exploration, development, and improved oil recovery for the purpose of drilling or workover of wells. The issues concerning Offshore Drilling Unit are complicated because of their operation site and the requirements governing this location, and the operation. Thus, the status of the Unit is controversial from the legal point of view, which is vague not only in international law but also in Iranian law. The legal status of the Offshore Drilling Unit plays an important role in determining the state, which has jurisdiction over it. In this sense, this paper aims not only to study the different approaches of the issue including considering the Unit as a ship or a separate category but also to pinpoint the best legal status addressing the needs of the oil and gas industry especially safety and environmental concerns.
