Profile

Clinton Shiells is in the IMF Institute, where he teaches and conducts research. Current research interests include the international aspects of VAT design under imperfect competition, growth links in the former Soviet Union, and new open economy macro models. Previously at the IMF, he worked on Armenia, Ethiopia, Indonesia, Lithuania, and Ukraine, as well as in the trade policy division and on regional studies of the former Soviet Union. He has published on a variety of topics, including the econometric estimation of import demand elasticities, the role of parameter estimates in trade policy models, the NAFTA, the GATT/WTO, trade and labor markets, and U.S. immigration policy. Prior to the IMF, he was an economist in research divisions at the U.S. International Trade Commission and the U.S. Department of Labor. Shiells received his Ph.D. from the University of Michigan.
