Abstract
After the social unrest in October 2003, the Congress has started to discuss a new hydrocarbon's draft law in Bolivia. This draft law suggests a significant change in the Bolivian fiscal system for oil and gas. The aim of this proposed project is to enhance and to accelerate the revenues for the government from the exploitation of the new reserves of natural gas (NG). Since 2002, Bolivia holds the second largest reserves of natural gas in South America after Venezuela with 29 tcf (trillion of cubic feet) of proven reserves.
