Abstract
Foreign investors in Venezuela's oil and gas sector have been facing a rapid succession of
tax, royalty and contractual changes which has accelerated since President Hugo Chávez'
victory in the August 2004 recall referendum. This paper argues that, given the political and
economic crises facing Venezuela in the 1980s and the 1990s, the present situation was
predictable from the outset.
