Implementing the EU Climate and Energy Package with the Econonomic Crisis

How does the crisis change EU's Greenhouse Gas Emission scenarios by 2020?
The aim of this Ifri study is to analyze how the economic downturn in Europe will affect the EU's greenhouse gases emissions and its ability to reach the 20% emission reductions by 2020 compared to 1990. Using the knowledge available at the end of 2009 (in particular concerning the contraction of GDP volumes) and drawing lessons from the past emissions trends in Europe from 1990, we will assess the progress towards the 20% reduction target over the period (from 1990 to 2020).
