Abstract
In this paper, we explore the underlying legal principles that influence and guide the current energy relationship between the European Union (EU) and the Russian Federation (Russia). Global economic integration in the twenty-first century is premised primarily on legal governance structures, such as the World Trade Organization (WTO), that promote liberalized markets and free trade among nations. Energy governance on the other hand, which is surprisingly weak at the global level, appears to be premised on the principle of permanent state sovereignty over its natural resources (PSNR). ...
