Abstract
In the era where affordable oil reserves start to disappear, the relationship between National Oil Companies (NOCs) and International Oil Companies (IOCs) is changing. NOCs from resources rich countries want to become IOCs privileged partners and benefit from their technology and investments to have access to the reserves in difficult areas. But negotiation between the two actors is not always easy.
