Summary
The article examines whether the passing of the National Electric Power
Authority (Amendment) Act 1998 and the Electricity (Amendment) Act are enough
to break the monopoly of NEPA. The article examines the issues of competition,
the 'necessity' of monopoly in the transmission sector and the need properly to
empower the regulatory authorities.
