Call for papers: OGEL special issue on "Host Government Contracts in the Upstream Oil and Gas Sector"

Oil, Gas and Energy Law Intelligence (www.ogel.org) invites submissions for a Special issue covering Host Government Contracts. The guest editor for this special issue is Steven Otillar, Baker & McKenzie LLP.
We encourage submission of relevant papers, studies, and brief comments on various aspects of this subject. The topics may cover a wide range of issues relating to host government contracts for the exploration, development and production of hydrocarbons; a comparative analysis of the trend toward larger government takes or the practical implementation to limit foreign activities in certain parts of the world; developments in Asia and Latin America regarding their contracting regimes; dealing with NOCs and host governments as mandated participants in joint operating agreements; the meaning and effect of rule of law in the enforcement and use of host government agreements; the efficacy and impact of Stabilization Clauses in host government agreements; as well as comparative analyses of host government agreements.
We welcome material relating to all types of host government contracts such as concessions and licenses, risk service contracts or various hybrids and studies examining the differences and developing trends in these different legal, regulatory and/or contractual instruments.
Finally, in addition to papers focusing on a particular question, we are also interested in "country reports" summarising the tendering systems for oil, gas and minerals and the principal terms of Host Government Contracts in each country with a goal of establishing a useful tool for energy practitioners comparing and contrasting terms and conditions available in the exploration and production market around the globe.
