Towards a Pan-European energy order? Energy as an object of contention in EU–Russia relations

Abstract
The article analytically examines the background and current state of play in energy relations between the European Union and Russia. The article argues that at stake are not only questions related to prices, contracts and competition but also, and more significantly, a battle concerning the rules for the road for not only gas markets but also wider energy markets in Europe. In essence the problems the EU and Russia have faced in developing their relations in the field of energy reflect different understandings concerning a proper energy order in Europe. To this end the article examines the practices promoted by the EU from the Energy Charter Treaty onwards and contrasts them with the Russian activities and business models. The article will seek to tease out the key points of contention between the EU and Russia concerning the European energy order as well as analyze the likely scenarios for development between the two as well as the ramifications for this key relationship for the future of energy markets and their regulation in Europe.
