Mr. Ye Rongsi - professor and senior engineer - has been the Deputy Head of Expert Team for Energy Law Drafting appointed by the Office of National Energy Leading Group (ONELG) since early 2006. He is also the Senior Adviser (former Vice President) to China Electricity Council-the Chairman of Energy Law Academy under China Law Society-and Concurrent Professor of East China University of Science and Technology, Executive member of LAWASIA (The Law Association for Asia and the Pacific). He was given the Special Award by the State Council of China as the outstanding expert for the State in 2002.
Mr. Ye had served for Chinese Petroleum and Power sectors for 30 years. Between 1985 and 1993, he served for the Central Government bodies, the Ministry of Water Resources and Electric Power (MWREP) and then Ministry of Energy (MOE), being the Deputy Director-general of Policy and Legislation Department, responsible for China's energy policy and regulation affairs. His 4 books concerning Chinese Power Industry, Study on Chinese Energy Law System, Rules for Electricity Market published, and 30 more papers were delivered or/and published concerning China's energy policy and legal issues for international conferences, seminars and workshops.
