Mr. Looper is a Texas-based attorney with an in-depth understanding of the energy supply chain arising from his work on numerous energy projects in the lower 48 United States, Alaska, Hawaii, the United Kingdom, Mexico, and Venezuela. His work has focused primarily on midstream, LNG and upstream energy industry project development activities (including divestitures, mergers and acquisitions, asset construction and asset operations) involving the negotiation of contracts for owners, operators and customers related to the purchase and sale, production, transportation, gathering, storage and processing of oil, gas, (including LNG), NGLs and their refined products and related assets. He has also worked on various regulatory and litigation matters in connection with state and federal energy regulatory agencies.
