Jorge Velasco Fernández, a Spanish attorney admitted to the Madrid bar, is an LL.M. in Energy, Environment and Natural Resources Law from the University of Houston (May 2010).
His legal academic background began with a Degree in Law and a Diploma in Economics earned in 2002 from the University of Deusto, Bilbao (Spain), complemented by an LL.M. in European Law obtained in 2003 from the "Institut d'Etudes européennes, Université Libre de Bruxelles", Brussels.
Jorge gained a scholarship to specialize in European Union Law from the Regional Government of Biscay (Basque Country, Spain) in 2002. The thesis that he wrote on "Electricity merger control in the light of the EU Third Energy Package" during his LL.M. in Houston was selected for presentation at the Sixth Cornell Law School Inter-University Graduate Student Conference (April 2 and 3, 2010). Subsequently, he was also awarded the Gulf Coast Power Association (GCPA, Texas) Scholarship in Electric Power.
