Rafael Ribeiro Rosa is a Bachelor of Laws by the Catholic University of São Paulo (BR) and a Sociologist by the University of São Paulo (BR), and has completed in 2013 a Master Degree of Laws at the CEPMLP of the University of Dundee (UK) whose dissertation addressed issues on access energy policies in Latin America. He works since 2005 as a public attorney and legal adviser for the Federal Government of Brazil, first in the Chief of Staff of the Presidency and since 2013 in the Ministry of Mines and Energy. On both bodies he dealt with state companies matters and also took part on the formulation of oil sector reforms that eventually created a production sharing scheme for deepwater exploration.
