Profile
Florian Encke expertise includes strategy and energy transit. In particular, he advises on policies to promote the cooperation of energy exporters, importers and transit countries within the organisation. Furthermore, he focuses on the implementation of the Energy Charter Treaty's transit provisions and the development of international energy transport infrastructure.
Before joining the Energy Charter Secretariat, Florian Encke worked as Executive Officer in the cabinet of the Secretary General of the Organization for Security and Co-operation in Europe (OSCE) in Vienna, Austria, advising on relations with Russia, Eastern Europe and Central Asia as well as on intra-agency co-ordination and project development. Before that he worked as Policy Officer in the Embassy of Germany in Minsk / Belarus.
