Dr. Ramón J. Espinasa is the Lead Oil & Gas Specialist in the Energy Division of the Inter-American Development Bank and an Adjunct Professor in the Edmund A. Walsh School of Foreign Service at Georgetown University. He worked for twenty years at Petróleos de Venezuela, S.A. (PDVSA), where he was Chief Economist between 1992 and 1999. He left the company in 1999 for the Inter-American Development Bank and has also worked as a consultant for the World Bank and the Andean Development Corporation (CAF). He founded the Centro Internacional de Energía y Ambiente (CIEA) at the Instituto de Estudios Superiores de Administración (IESA), a business school in Venezuela. He holds a bachelor's degree in industrial engineering from Universidad Católica Andrés Bello, a master's degree in economic development from the Institute of Social Studies in The Hague, and a master's degree and a doctorate in energy economics from Cambridge University.
