Dr Zdzislaw Muras – director of the Department of Legal Issues and Disputes Settlement in the Energy Regulatory Office of Poland and lecturer at the University of Ecology and Management in Warsaw.
Zdzislaw Muras is the legal counsel specializing in energy, economic and administrative law. The scope of his duties includes also representing the President of Energy Regulatory Office in court disputes. He actively participates in legislative work on energy law and related fields.
Author and co-author of dozens of publications, including eighteen books and studies, several glosses to the judgements of Supreme Court of the Republic of Poland and articles on criminal procedure, law on misdemeanours, administrative, economic and energy law (related to renewable energy sources, co-generation, independence of system operators (TSO and DSO), licensing and liquid fuels market).
He is editor and co-author of inter alia Energy Law. Commentary (2010), handbook Foundations of Law (2011), as well as studies: Legal Aspects of Granting Electricity and Gas Permits and Licenses in the Light of the Third Liberalisation Package, in R. Zajdler, EU Energy Law, Constraints with the Implementation of the Third Liberalisation Package, Cambridge Scholars Publishing 2012 and Support systems for the production of agricultural biogas and electricity in renewable and co-generation sources in Poland; Rynek Energii No 3.
