Isabelle Rousseau holds a Ph.D. in Sociology from the Ecole des Hautes Etudes en Sciences Sociales (EHESS), Paris. Since 1997, she is a professor and researcher at the Center for International Studies of El Colegio de Mexico. Since 2015 she is the head of the recently created Energy Program. She is a member of the National System of Researchers and a Member of the Mexican Academy of Sciences as well.
2003-2014: The head of two CONACYT research projects about the Mexican oil industry.
2008-2014: Associated Fellow at the Centre d'Études et de Recherches Internationales (CERI), Sciences Po (Paris) in charge of the research: "The oil nationalism in Latin America: industries, market integration and geopolitics (Brazil, Mexico, and Venezuela)".
Since 2006: External member on "Good Governance of the Petroleum Sector" projects at Chatham House (London).
2015-2017: Member of the World Energy Council board (Chapter Mexico) on behalf of El Colegio de México.
She is the author of numerous papers and chapters about oil policy in Mexico and Latin America. She is also the editor of two books about energy:

- "Petróleo y América Latina: Los desafíos políticos y económicos frente al siglo XXI". México, El Colegio de México, 2010.
Finally, she is the author of a book about Pemex and PdVSA (printed).
