Profile

Ruven Fleming is Associate Professor of Energy Law and Scientific Coordinator of the Groningen Centre of Energy Law and Sustainability at the University of Groningen. Dr. Fleming's research interest is energy law, with a particular focus on hydrogen, 'unconventional' forms of energy production, renewable energy and energy investment and trade law.

Dr. Fleming is author and editor of standard reference works like 'Hydrogen Regulation in Europe' (Oxford University Press, 2025), the 'Cambridge Handbook of Hydrogen and the Law' (Cambridge University Press, 2024), or the 'Encyclopedia of Energy Law, Climate Change and the Environment' (Edward Elgar Publishing, 2021) as well as numerous other energy law books. He published articles in the most renowned international and national energy and climate law journals and wrote numerous book-chapter. Dr. Fleming is member of the editorial board of the Elgar European Energy & Climate Journal. He advises the EU Commission, national governments and parliaments on energy law-related issues on a regular basis.

Dr. Fleming received grants from the European Commission and NWO (Dutch Science Organization) as well as other European or national organizations for various research and educational projects that he either led or in which he participated. He is Secretary of the North Sea Energy Law Partnership, a Member of the IUCN World Commission on Environmental Law, a Member of the Operating Committee of the International Association of Energy Law, frequent speaker at events of the Dutch Association for Energy Law and Reviewer for public funding bodies and international publications.

Dr. Fleming undertook undergraduate law studies in Germany at the University of Marburg and went on to conduct Russian language studies at Moscow State University Lomonossow/Russia as well as gaining work experience at a Russian/German law firm in Moscow.

Prior to the commencement of his research in Groningen, Dr. Fleming received a Master's in Oil and Gas Law (LL.M) as well as a PhD in law from the University of Aberdeen, UK. He may be contacted in English, Russian, German and Dutch.
