Kato is a citizen of United Kingdom and Nigeria. He obtained the Master of Laws (LLM) degree with Distinction and the PhD degree in Energy and Natural Resources Law (Oil and Gas Laws) from the University of East London, United Kingdom. He is an Associate Professor of Energy and Natural Resources Law (Oil and Gas Laws) at the Faculty of Law, Rivers State University, Port Harcourt, Nigeria. Also, he routinely consult with reputable multinational oil companies operating in Nigeria. He is a Barrister and Solicitor of the Supreme Court of Nigeria.
