Profile

Dr Salim Mahmud is currently working as a Commissioner of Bangladesh Energy Regulatory Commission (BERC). Before joining BERC in 2009, Dr Mahmud was a faculty at the Department of Law of Dhaka University, Bangladesh.

He also taught at the Department of Law, University of Chittagong, Bangladesh (1995-1997). Prior to joining academia, he practiced as a qualified lawyer for sometimes. Dr Mahmud completed his PhD in Energy Law and Policy from the Dundee University's (UK) internationally reputed Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP).

Brilliant since his student life, Dr Mahmud stood third in SSC and first in first class in LLB Hons from Dhaka University. Dr Mahmud won Special Dean's Award for his outstanding performance in PhD research from Dundee University. Kluwer Law International - a highly prestigious and currently the largest international publishing company in legal world, is going to publish soon Dr Mahmud's fundamental book entitled "Policy, Legal and Regulatory Challenges of Natural Gas Development in South Asia." Dr Mahmud is the author/co-author of a good number of international and national publications including a major and prestigious AIPN (Association of International Petroleum Negotiators) Study entitled "International Unitization of Oil and Gas Fields: The Legal Framework of International Law, National Laws, and Private Contracts."

Dr Mahmud completed a good number of courses and trainings on energy issues outside his academic and research arena. Dr Mahmud was a Member of Bangladesh Bar Council Legal Education Committee (2009-2012). He also worked as an Adjunct Faculty (2009-2010) at the School of Business, North South University, Bangladesh.
