Civil Law Attorney with legal practice of more than 17 years, in Portugal (Lisbon) and in Timor-Leste (Dili) where presently she is Partner and Director at Wong Alliance Law Firm in Timor-Leste.

Elsa obtained a Licentiate Degree in Law from Coimbra University in Portugal in 2001 and a post- graduate Diploma in Corporate and Business Law from the same University. Currently, Elsa has completed with Distinction her LLM (Master of Laws) in Oil, Gas and Renewable Energy Law with the Robert Gordon University (Law School) in Aberdeen, Scotland, United Kingdom, which also honoured her with the Best Student Award for 2022/2023.

Currently Elsa performs as an attorney in Dili, Timor-Leste, where she is Partner and Director to Wong Alliance Law Firm in Timor-Leste, a firm established in 2010 (by partners of Singapore law firm Wong Alliance LLP) primarily to assist foreign clients in their investments, projects or operations in Timor. Wong Alliance's areas of performance include hotel and resort development, air transportation, logistics, building and construction (including tenders), downstream oil and gas, banking and finance, gaming, hospital and healthcare, food and beverage, retail, etc.
