Ramón Andrade is a Partner at Ponte Andrade & Casanova (PAC), an international law firm operating from Caracas and Madrid, where he leads the firm's energy, natural resources, infrastructure, and project-finance practice. His work centers on Venezuelan hydrocarbons, mining, and electricity regulation, U.S. economic sanctions (OFAC) compliance, cross-border taxation, and international investment arbitration (ICSID). He advises operators, investors, and financial institutions on the legal architecture of Venezuela's energy-sector reopening, including the 2026 Hydrocarbons Law reform and the evolving OFAC General License framework. He was an equity partner at Norton Rose Fulbright for 17 years and served as Director of the Special Assets & Restructuring Division at CAF (Development Bank of Latin America), where he managed a portfolio of approximately US$300 million. He has been ranked by Chambers & Partners (Latin America and Global) and The Legal 500. He holds a TRIUM Global Executive MBA (NYU Stern / LSE / HEC Paris) and law and tax degrees from the Universidad Católica Andrés Bello, and works in Spanish and English. He serves on the Host Government Agreement Drafting Committee of the Association of International Energy Negotiators (AIEN) and on the International Bar Association's Mining Law and Oil & Gas committees.
