Profile
Xu Yibei is an LL.M. candidate in Energy and Environmental Law at The Chinese University of Hong Kong (CUHK), Faculty of Law. Her research centres on the regulatory governance of low-carbon energy systems, with a particular focus on hydrogen market design, network unbundling, and the legitimacy of decarbonisation instruments. Her current work examines how unbundling-as a structural regulatory tool borrowed from electricity and gas sectors-can be adapted to hydrogen infrastructure, balancing decarbonisation benefits against legal legitimacy concerns. Beyond hydrogen regulation, she has researched the interface between clean energy security sovereignty and WTO disciplines, as well as the functions and limitations of international energy law in advancing global net-zero emissions from investment and climate perspectives. Her broader academic interests lie at the intersection of energy transition, competition law, and international economic governance. At CUHK, her coursework has covered international climate law, energy markets and regulation, and environmental governance frameworks, providing a solid doctrinal and policy-oriented foundation for her research.
