Mr. Alvin Anaya has a background in industrial engineering and holds a postgraduate diploma in strategic management from the UMSS University in Cochabamba, Bolvia. Since 2000, Mr. Anaya has been worked at the CLHB (Compañia Logistica de Hidrocarburos de Boliviana). CLHB used to be the downstream pipeline division of the Bolivian National Oil Company (YPFB). Thus, CLHB is now a regulated private company in charge of the downstream pipeline-transportation and storage service for liquid hydrocarbons in Bolivia.

He has given support by monitoring the economic model which determines the transportation tariff fixed by the regulator entity. He has also worked on planning and economic assessments for new investment opportunities for CLHB.
