Victorio Oxilia is physicist, M. Sc. Degree in History of Science and PhD researcher at the Graduate Energy Program, University of São Paulo, Brazil. He is also co-director of ESENERG - Estrategias Energéticas para un Desarrollo Sustentable, an organization stablished in Paraguay and oriented to consultancy in several areas of energy sector, inter alia.: natural gas, electricity, energy efficiency, renewable energies, energy integration, regulation.
Mr. Oxilia was high level official at different agencies of the government of Paraguay, related to Energy, Industry and Science and Technology sectors and is lecturer at the National University of Assuncion. He was in charge, as national delegate, of several international energy fora, such as MERCOSUR (Common Market of the South) and OLADE (Latin American Energy Organization).
