Ulrich Klaus has studied German and Russian law at the Free University Berlin, St. Petersburg State University and Humboldt University of Berlin, where he graduated from in 2003. He is a PhD candidate (Dr. jur.) at the Transnational Economic Law Research Center, University of Halle-Wittenberg, under the supervision of Prof. Dr. Christian Tietje. His doctoral thesis deals with the legal aspects of the Russian Oil and Gas industry's integration into the international energy markets. Currently, Ulrich is also working as a research associate in the "Antitrust, Competition and Trade" Practice Group at the Berlin Office of Freshfields Bruckhaus Deringer. He holds a doctoral scholarship from the Bavarian Hanns-Seidel-Foundation.

The Transnational Economic Law Research Center (TELC) is an interdisciplinary research institute dedicated to examining the increasing prevalence of economics in the multi-layered context of International, European and National Law. TELC is part of the Institute for Economic Law, as well as a specialist independent unit within the Faculty of Law at the University Halle-Wittenberg. The concept of Transnational Law concerns much more than the classical aspects of International Law. With its characteristic inter-relation with economics and politics, this concept of law necessitates a correspondingly interdisciplinary approach. TELC is the only research institution and think-tank of its kind in Germany dealing with Transnational Economic Law.
