Introduction
This Bill has been under discussion for almost three years. It was intended to enable a major restructuring of the electricity system in India. It has gone through over ten drafts and has been widely discussed and debated all over the country. It has many weaknesses, the principal one being the lack of compulsion on states to improve their systems.
