The European Union's Climate Change Policy

Introduction
The EU's climate change policy has been formulated in the so-called European Climate Change Programme (ECCP), which was established in 2000 as a multi-stakeholder initiative to identify cost-effective ways for the EU to meet its Kyoto commitments. To date, it still remains the foundation of the EU's policies.
