Introduction
Although it is likely that the Kyoto Protocol eventually does enter into force, the international climate regime will remain disconnected, characterised by the co-existence of different approaches rather than a co-ordinated global effort to tackle climate change. This has further strengthened the argument for a more 'bottom-up approach' towards regional agreements. The argument is that a series of 'regional deals' is more likely to achieve a stable and profitable international agreement in the medium term than attempting a global agreement from the outset.
