Introduction
Open and competitive electricity markets are able to deliver the best results in terms of quality, reliability and price of services, including services of general interest, experience has shown. If public authorities impose public service obligations (PSOs) in order to achieve aims that cannot be met in a purely competitive market, these should be granted fair compensation and organised in a transparent and non-discriminatory manner with market-based mechanisms.
