The Quest for Local Content in the Upstream Sector of the Nigerian Oil and Gas Industry

Introduction
Nigeria has come a long way since the agitation for "local content" or local participation in the exploration and marketing of oil resources gained worldwide acceptance in the 1970s. Although a policy to encourage participation of Nigerian owned or controlled companies has been implemented since the early 1990s, Nigerian participation in the upstream sector is between 5-6%. The major foreign companies that have acquired international reputation in the oil service industry have a large presence in the services sector in Nigeria.
