Introduction
In 1997, I had the chance to author an article[1] on the then recently enacted new Hydrocarbons Law[2] , at a time when the capitalization process of Yacimientos Petrolíferos Fiscales Bolivianos (YPFB)[3] had not yet been completed and Bolivia only had 5,7 TCF of probed and possible reserves of natural gas.
