Introduction
The current system of exemptions for offshore oil discharges under the Prevention of Oil Pollution Act 1971 (the "Act") is set to change later this year. The revised framework is to be embodied in the Offshore Petroleum Activities (Oil Pollution Prevention and Control) Regulations 2005, a draft of which was laid before Parliament on 10 February 2005, and is expected to be enacted in its present form in early summer 2005 (the "Regulation").
