Introduction
The IEA in Paris is the Western response to OPEC - though to mention this reverse-mirror role explicitly seems to be taboo.[1] It is the main international organisation dealing with energy, although its mandate, membership and operations are very limited - essentially it is an intergovernmental energy policy institute for Western countries which also manages a - never so far activated - emergency sharing system.
