Introduction
On 22 May 2002, the Western Australian Government introduced the Carbon Rights Bill 2002 ('Carbon Rights Bill'), the Tree Plantation Agreements Bill 2002 ('TPA Bill') and the Acts Amendment (Carbon Rights and Tree Plantation Agreements) Bill 2002 ('Acts Amendment Bill') (together, 'Bills') into Parliament. The intent of the Bills is to aid in the reduction of Western Australia's overall emissions of greenhouse gases by increasing the storage (or 'sequestration') of carbon through biological means.
