Abstract
The coal industry seems to contradict environmental requirements in that coal has various harmful effects on the environment. Thus, environmental regulations could negatively impact the coal industry. Even though people often try to maintain a balance between coal development and environmental regulations, since environment has priority over coal, it seems coal will lose its weight in the balance.
