Asia needs an Energy Charter

Introduction
p>This paper focusses on two central themes: Firstly, the importance of cooperation between the governments of the Northeast Asian region, in the context of attracting investments for energy projects here, and of reducing the level of risk associated with such investments; And secondly, the related subject of the Energy Charter process as a mechanism for inter-governmental cooperation on energy issues, and the lessons - both positive and negative - that its experiences to date may hold for the Northeast Asian region.
