My comments can be summarized as follows: at a time of change I believe that it is incumbent upon those involved in arbitrating environmental matters to strive for balance, balance between potentially competing objectives of environmental protection on one hand, and the protection of rights of foreign investors on the other hand. Neither of these important societal interests should trump the other, they should be treated in an integrated manner.
