Introduction
I believe Dr. Sergei Vinogradov once said that a pipeline was only a simple tube, which transported oil or gas, and one might wonder why the taxation of a simple tube can be as complicated as it is. A pipeline is a unique asset, as one single pipeline might cross many jurisdictions. It might be laid onshore or offshore or even in the High Seas or the in the Polar Area.
