p>This report considers the benefits that the development of bilateral and multilateral understandings regarding transborder pipelines may have in terms of reducing the perceived risks, simplifying the project structure, and helping harmonize the legal base and contractual arrangements. Due to the scale of the projects even a modest improvement in implementation could translate into considerable gains for the parties involved and the public good.
