Introduction

For many years the European Commission has claimed that a competitive single market for electricity requires a large investment in electric interconnectors among member states. More recently the Commission has begun to say that interconnectors will also improve security of supply. In its Priority Interconnection Plan released 10 January 2007, the Commission gave three reasons why electric and gas interconnectors are needed: sustainability, competitiveness, and security of supply.
