Introduction
United Power Oy submitted an application, received on 31 May 2004, to the Ministry of Trade and Industry requesting a licence compliant with the Electricity Market Act (386/1995), section 18, for the construction of a 1,000 megawatt (2 x 500 MW) direct current (DC) cable for the transmission of electricity between Kernovo in Russia and Mussalo in Finland.
