Introduction
Although BritNed does not call for a change in the Electricity Act, it is clear that the UK regulator does not have the authority to allow a TSO (e.g. National Grid) as transmission licensee to include the costs of the interconnector in the charges to transmission customers and thereby socialise the cost of the interconnector.
