Background
In the early 1990s ideas were discussed on how to develop the energy cooperation between Eastern and Western Europe. Russia and many of its neighbouring countries were rich in energy but in great need of investments to be able to reconstruct their economies at the same time as West European countries were trying to diversify their sources of energy supplies to decrease their potential dependence on other parts of the world.
